Open Access is now the international standard for scientific publishing on the internet, with the goal of making research findings freely available worldwide. For HMTM, this opens up numerous opportunities to make publications by university members, as well as audio and video materials, available online. The library organizes these publications as Open Access through its Digital Collection.
As early as 2003, the so-called Berlin Declaration – regarded as a milestone in the international open access movement – called for academic literature, as well as cultural heritage in the form of images, audio, video and text, to be freely accessible on the internet. By 2023, the Berlin Declaration had been signed by more than 750 institutions worldwide, including the German Rectors’ Conference.
Following a decision by the EU Member States in May 2016, all scientific publications on the results of publicly funded research must be freely accessible via the internet from 2020 onwards. In August 2016, the Federal Ministry of Education and Research presented its open access strategy for all projects funded by the BMBF and called on the federal states to develop open access strategies as well. Although no such strategy is yet in place in Bavaria, the Bavarian State Government intends for the Bavarian Library Network, in cooperation with the participating universities, to take a leading role in open access at the national level.
